Wind by altitude

Once a user earns Weather Master status through reports, their confirmation from the ground edits the raw radar pixels before they reach the cell detection algorithm. If a master confirms hail where the radar sees none, the algorithm sees it too and the alerts follow. The radar image you see on the map stays untouched.
